FY 2022 Road Project – Notice to Bidders

NOTICE TO BIDDERS

Notice is hereby given that sealed bids will be received by the Board of Commissioners of the Borough of Deal for the project entitled “FY 2022 Various Roadway Improvements in the Borough of Deal, Monmouth County, New Jersey” at the Borough Hall, 190 Norwood Avenue at 10:00 a.m. prevailing time on Tuesday, February 8, 2022 at which time they shall be opened and read aloud.

Work includes the following bid items: Milling, paving, curbs, sidewalk, detectable warning surfaces, striping and cleaning and restoration upon completion.

The specifications and other contract documents are available in the office of the Administrator of the Borough of Deal, New Jersey during regular business hours of 9:00 a.m. to 4:00 p.m.

Bids must be made on the standard proposal form in a manner designated therein and required by the specifications.  They shall be enclosed in an opaque sealed envelope addressed to Stephen Carasia, Administrator, Borough of Deal bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted.

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Borough of Deal in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid.  Any such bid bond shall be without endorsement or conditions.  Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (P.L. 1975, c.127, Affirmative Action); P.L. 1963. C150 (New Jersey Prevailing Wage Act); and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et.seq.), P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid,  N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act, N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids or within such extensions of time as per­mitted by law.

The Board of Commissioners reserves the right to reject any and all bids, or to waive informality of any bid.
